
In May 2025, H.E. Sok Khavan, Secretary of State of the Ministry of Mines and Energy, led a delegation to the South East Asia Petroleum Exploration Society (SEAPEX) conference and exhibition, which was held under the theme “Securing Reliable Energy in Asia Pacific” in Singapore.
This important event gathered government representatives and upstream oil and gas companies to discuss and exchange views on investment opportunities, exploration activities, and financing for exploration and development projects. The program also featured a dedicated Farm-in / Farm-out Forum and Asia Pacific Scout Check-APSC, a networking meeting that occurs every two months, where 40-50 oil companies meet in Singapore and discuss the activities in the SE Asian region meeting, providing a platform for participants to explore potential partnerships.
In APSC meeting and the SEAPEX Exploration Farmout/Government Promotion Forum, H.E. Sok Khavan delivered a presentation highlighting investment opportunities in Cambodia’s onshore and offshore oil and gas sector, particularly in Block A, which holds significant potential and has a history of production activities.
During the visit, the Secretary of State also held sideline bilateral meetings with several national and international oil and gas companies including PetroChina, Exxonmobil, TotalEnergies, Conocophillips, Schlumberger, Shearwater, TGS, Woodside Energy, Welligence Energy Analytics, GeoPartners, TIMOR GAP, DGH India, etc. to discuss potential investments and strengthen cooperation in Cambodia’s upstream sector.
The technical delegation also organised an information booth to showcase Cambodia’s petroleum resources and share key geological and geophysical data of prospective areas with oil and gas companies and government representatives. This initiative attracted considerable interest, highlighting the sector’s potential and opening opportunities for future collaboration.
The Ministry of Mines and Energy remains committed to creating an open and attractive investment environment and to responsibly developing Cambodia’s petroleum resources for both investors and long-term national benefit.
