
At the inauguration of the new Conch KT Cement Factory in Aural District, Prime Minister Samdech Moha Borvor Thipadei Hun Manet announced a five-year extension of tax exemptions for Cambodia’s cement industry. He encouraged investors to consider Cambodia as a preferred destination, emphasising that the Royal Government remains committed to supporting projects that create economic growth in a sustainable and environmentally responsible manner, in line with Cambodia’s Vision 2050. The Prime Minister also stressed that local mineral extraction is essential to meet domestic construction demands while reducing costly imports.
Cambodia’s mining sector generated nearly USD 100 million in tax revenue in 2024, up from USD 27.54 million in 2020. This revenue supports national development efforts, including salaries for civil servants, social services, healthcare, road construction, education, and hospital projects. The mining industry currently provides employment for over 13,000 people nationwide.
The newly inaugurated Conch KT Cement (Phnom Penh) Company Limited factory represents a $250 million investment and has the capacity to produce approximately 2.2 million tonnes of cement annually. It is expected to create 450 direct jobs and around 1,000 indirect jobs.
Cambodia now has six cement factories, with a combined annual production capacity of 11 million tons, which is sufficient to meet domestic needs and allow for exports. The total investment in these factories stands at approximately USD 1.11 billion, creating around 3,000 jobs.
From January to April 2025, the Council for the Development of Cambodia approved 231 investment projects valued at approximately USD 3.36 billion, creating an estimated 124,000 job opportunities. The Ministry of Mines and Energy, working with the Cambodia Cement Manufacturers Association, aims to continue expanding international markets for Cambodian cement.
