Downstream Activities

Overview

The Safety Technical Certificate for a downstream filling station is an official document issued by the Ministry of Mines and Energy. Its primary purpose is to certify that a filling station has met all the necessary safety and technical standards to operate legally and minimize risks to staff, customers, and the public. This certificate must be renewed periodically to ensure ongoing compliance.

Application Process
Step 1

Fill out the relevant application form, which can be downloaded here or requested free of charge from the provincial or municipal Departments of Mines and Energy.

Step 2

Submit a completed application form to the provincial or municipal Departments of Mines and Energy during working hours along with the following documents:

  • Three 4x6 photos of the filling station owner
  • Copy of ID or Passport
  • Copy of the statute and certificate of business registration, if legal entity
  • Diagram showing the facilities surrounding the filling station
  • Diagram showing the facilities inside the filling station
Step 3
  • Complete applications must be reviewed and verified by officials of the Provincial or Municipal Departments of Mines and Energy. In case of incomplete documents, the officer shall request and recommend to replenish and reapply.

  • Proceed with payment of fees at the provincial or municipal Departments of Mines and Energy as outlined in the Inter-Ministerial Prakas No. 489 MEF/MME (July 24, 2024) issued by the Ministry of Mines and Energy and the Ministry of Economy and Finance.
Step 4
  • Technical officials will conduct an on-site inspection to ensure safety and security compliance based on the type of request.
  • The technical officials will prepare a mission report and submit for review and decision.
  • Once the application and supporting documents are reviewed and confirmed to be complete, the Ministry of Mines and Energy will issue a written response to the applicant within 24 working days.
Step 5Upon approval, OWSO will notify the applicant to collect the Filling Station Safety Technical Certificate at the OWSO.

Natural persons or legal entities who wishes to carry out downstream activities related to oil refinery, gas processing plant and petrochemical processing plant needs to apply for two distinct but interconnected legal documents: Safety Technical Certificate for Processing
and Processing License.

The Safety Technical Certificate for Processing refers to a legal document issued by the Ministry of Mines and Energy for downstream activities related to processing plant to certify the compliance of technical regulations.

The Processing License refers to a legal document for downstream activities related to processing plant for legal entities issued by the Ministry of Mines and Energy.

Application Process

Step 2

Step 3Completed applications will be processed by the OWSO and forwarded to the responsible department for review. The application will be returned to the applicant if more information is required.
Step 4
  • Once the application and supporting documents are reviewed and confirmed complete, technical officials will conduct an on-site inspection to assess location suitability for the proposed project. Following the inspection, the technical officials will prepare a report and submit to Minister for review and decision.
  • Applicant will receive a written response (approval or rejection) within 90 working days from the date the MME receives the completed application.
Step 5Upon approval, OWSO will notify the applicant to collect the Safety Technical Certificate and License and proceed with

Submit a completed application form along with the related documents to the OWSO during working hours with the following
documents:

  • Copy of the statute and certificate of business registration
  • Documents relating to loading-unloading jetty, storage and transportation
  • Five years business plan
Step 3 Completed applications will be processed by the OWSO and forwarded to the responsible department for review. The application will be returned to the applicant if more information is required.
Step 4
  • Once the application and supporting documents are reviewed and confirmed complete, technical officials will prepare a report and submit to Minister for review and decision.
  • Applicant will receive a written response (approval or rejection) within 45 working days from the date the MME receives the completed application.
