
The Ministry of Mines and Energy (MME) has announced a new set of “Updated Principles for Permitting the Use of Rooftop Solar Power in Cambodia” under Prakas No. 0312, replacing the earlier Prakas No. 0159 issued in 2023.
Released on 18 November 2024, the updated principles categorise rooftop solar users and adjust the licensing requirements for service providers, offering clearer guidance for stakeholders.
Key Updates for Rooftop Solar Users
Rooftop solar users are now divided into two main categories:
Category 1: Users in areas not connected to the national grid, who no longer need approval from the Electricity Authority of Cambodia (EAC) to install or use rooftop solar power systems.
Category 2: Users in grid-connected areas, further subdivided by system size:
Small systems (up to 10 kWac) are exempt from EAC approval, but users must report installation completion to their local electricity provider and request grid connection.
Medium systems (above 10 kWac to 100 kWac) and large systems (above 100 kWac) require EAC approval, in line with annual quotas set by the MME.
New Licensing Process for Rooftop Solar Service Providers
Service providers offering installation, operation, or maintenance of rooftop solar systems must:
Obtain initial approval from the MME.
Apply for a license from the EAC to deliver these services.
This two-step process replaces the previous single-step licensing from the EAC.
Compensation Tariff and Construction Deadlines
A new compensation tariff now applies only to Category 2 users with medium or large systems. It aims to balance the national grid’s capacity and generation costs. The updated principles also set clear construction deadlines: approved projects must start construction within three months and complete installation within 12 months.
