How to Apply for a Permit to Provide Rooftop Solar Power System Installation Service
Service providers offering installation, operation, or maintenance of rooftop solar systems must:
Obtain initial approval from the Ministry of Mines and Energy (MME)
Apply for a license from the Electricity Authority of Cambodia (EAC).
The following steps apply to the MME approval process only. A separate application must be submitted to the EAC for licensing.
Application Process
Step 1
Fill out the relevant application form, which is based on the template provided in the annex of the applicable Prakas, and can be downloaded here.
Step 2
The applicant must submit the completed form and supporting documents to the One Window Service Office (OWSO) of the Ministry of Mines and Energy (MME). OWSO forwards them to the responsible department for checking. The application will only be considered officially submitted once the department confirms completeness and accuracy.
Step 3
Technical officials from the responsible department will conduct on-site inspections of the installed solar system and/or the company’s office and will submit the report for permit approval.
Step 4
The approval process will be completed within 21 working days from the day a completed application is received.
Once finalised, the applicant may obtain the permit from the responsible department.
Step 5
Applicants shall pay the public service fees as set out in the Inter-Ministerial Prakas.
