General Department of General Affairs

Managing MME’s communications and international relations, the General Department​ of General Affairs handles public and media engagement, social media platforms, and ASEAN-related and international collaborations. It also supports the ministry’s administrative and digital transformation efforts.

The Department of Cooperation and ASEAN Affairs dedicated to fostering collaborative relationships at both national and international levels. This department plays a key role in promoting regional integration and cooperation among ASEAN member states, facilitating dialogue and partnerships that enhance mutual benefits. In addition to its cooperative functions, the department is also responsible for managing public relations and press communications for the Ministry, ensuring MME maintains an active and informed presence online. This division manages the MME website and social media platforms, keeping information current and engaging. The Department of Administration and Information Technology is the secretariat for the General Department of General Affairs in supporting the Ministry’s administrative operations of the ministry at the central and sub-national levels to strengthen security, ensuring efficiency of document workflows, facilitating protocol works, supplying office supplies, providing maintenance and repairing services and ensuring safety and disciplines. Providing services at One Window Services, located on Norodom Boulevard, serves as the primary service facility. The Legal Department was established with the purpose of providing comprehensive support and assistance on all legal matters related to the Ministry of Mines and Energy. Our responsibilities include, but are not limited to, the following areas:

  • Coordinating and facilitating the drafting of new laws and regulations in the mining, energy, and oil and gas sectors
  • Reviewing and commenting on draft laws and regulations from other ministries related to mining, energy, and oil and gas sectors
  • Protecting the Ministry of Mines and Energy’s decisions, actions, and implementation measures, including relevant dispute settlement procedures
  • Conducting regulatory impact assessments
  • Coordinating and promoting the implementation of the Decentralization and Deconcentration Program
  • Coordinating and promoting the implementation of the Legal Reform Program

The Department of Planning serves as the central hub for strategic planning and public policy development within the Ministry of Mines and Energy. Its key duties include formulating budget and development plans, coordinating sector-wide strategies, and monitoring implementation. The department also compiles and analyzes secondary data, produces sectoral reports, and supports evidence-based policymaking across the mining, petroleum, and energy sectors in Cambodia.

The Department of Accounting and Finance, under supervision of MME, has the roles and responsibilities of guiding, supporting and coordinating with all the Budget Units in the budget implementation; reviewing; monitoring; consolidating budget reports; and verifying the Ministry’s inventory of State Assets.

Primarily responsible for recruiting, deploying, motivating, training, and disciplining civil servants and contract staff.  Moreover, PD is in charge of managing and preparing the monthly salary payrolls, allowances, bonuses, change of workplace, disciplinary records, and the documents for retirements, resignations, and deaths of all personnels. Ensuring and promoting staff welfare and dignity together with workplace safety, complied with government’s polices is also our work.
