General Department of Petroleum

The General Department of Petroleum is responsible for managing the petroleum sector, including petroleum affairs support, petroleum development, upstream activities, downstream activities, and other related tasks, in alignment with the government’s policies and applicable legal and regulatory frameworks.

The Upstream Department manages and regulates upstream activities, from exploration, development, production to decommissioning. The department monitors and evaluates  upstream technical regulation compliance, data management, and assess resource potential. The department also offers data-reviewing services, allowing investors access to geological and geophysical information.

The Department is responsible for managing and issuing permits and licenses for downstream activities, including processing, storage, transportation, and trading. It develops technical regulations, monitors compliance, and oversees petroleum product quality. The Department also formulates and implements strategies for energy security, manages supply and demand statistics, coordinates pricing mechanisms, and addresses market challenges.

The Department is responsible for developing and disseminating policies, strategic plans, laws, and technical regulations in the petroleum sector. It engages in international legal research and treaty negotiations, collaborates with relevant institutions on environmental, social, and safety oversight, and promotes community benefits and the use of local contents. The Department also facilitates capacity building, ensures legal and regulatory compliance, contributes to project planning and reporting, and actively supports the implementation of government reform.

It oversees the negotiation and management of agreements with investors, monitors petroleum project performance and reviews petroleum operations expenditures and inventories. The Department also ensures compliance with local content requirements, handles permits for petroleum supply bases, collects government non-tax revenues and coordinates with relevant ministries on project implementation. Additionally, it coordinates joint development efforts in overlapping areas.
