Open Pits and Quarry Mining License
Overview
Natural persons or legal entities with sufficient technical, financial qualifications and capacity may apply for an Open-Pit and Quarry Mining License to conduct exploration and study the potential of construction mineral resources. The land area that may be granted for an Open-Pit and Quarry Mining License for exploration must be composed of a block in a quadrilateral or polygon shape within a single zone and must not exceed 200 (two hundred) hectares.
Application Process
Step 1 | Fill out the relevant application form, which can be downloaded here or requested free of charge from the One Window Service Office (OWSO) at the Ministry of Mines and Energy (MME), or from the provincial or municipal Departments of Mines and Energy. |
Step 2 | Submit a completed application form to the OWSO, through the provincial or municipal Department of Mines and Energy in the area where the proposed license site is located, along with the following documents:

Step 3 | The Ministry of Mines and Energy will review the application and respond within 30 working days. |

Fees and Financial Obligations
- Service Fee: 10,000,000 Riel for an area not exceeding 10 hectares
- Additional Area: 400,000 Riel per hectare beyond 10 hectares

Overview
Exploitation of mineral resources is the operation of extracting mineral from deposits, processed, transported, sold or exported for commercial purposes. Open-Pit and Quarry Mining Licenses can be granted to a natural or legal person with sufficient qualifications and capacity to carry exploration and exploitation of construction minerals for the construction, chemical, and process industries.
Application Process
Step 1 | Fill out the relevant application form, which can be downloaded here or requested free of charge from the One Window Service Office (OWSO) at the Ministry of Mines and Energy (MME). |
Step 2 | Submit the application to the Ministry of Mines and Energy through the Municipal-Provincial Department of Mines and Energy and the Municipal-Provincial Administration where the proposed license site is located, along with the following documents:

Step 4 | Following the approval, the General Department of Mineral Resources will issue a notification letter to the applicant to collect the license and proceed with payment of fees and other financial obligations at the Department of Mineral Resource Economic Planning. For Construction Stone, Dimension Stone, Marble, Pagodite, Sandstone
- License Fee: 20,000,000 Riel for an area not exceeding 10 hectares
- Additional Area: 400,000 Riel per hectare beyond 10 hectares
- Land Rental Fee: 50 USD per hectare per year
For Soil, Sand, Laterite
License Fee: 10,000,000 Riel for an area not exceeding 10 hectares
Additional Area: 400,000 Riel per hectare beyond 10 hectares
Land Rental Fee: 30 USD per hectare per year

Overview
Open-Pit and Quarry Mining Licenses for supplying industrial factories may be granted to concessionaires intending to mine limestone, clay, and laterite. Each license is valid for two (2) years and may be renewed once for another two (2) years, provided the mining project does not exceed twenty (20) years in duration. The duration of the mining project may be extended twice, with each extension not exceeding four (4) years.

Overview
An Open-Pit and Quarry Mining License for construction sand, sand–soil mixtures, and gravel shall be valid for two (2) years. This validity period may be extended three (3) times, with each extension not exceeding two (2) years, or, if the business duration is less than two (2) years, for a period equal to the project lifespan.
