The Gemstone Mining License may be issued to a natural person or legal entity that has the necessary qualifications and sufficient capacity to engage in the exploration and mining of precious, semi-precious, and ornamental stones.
Application Process
Step 1
Fill out the relevant application form, which can be downloaded here or requested free of charge from the One Window Service Office (OWSO) at the Ministry of Mines and Energy (MME) or the Municipal-Provincial Departments of Mines and Energy
Step 2
Submit the application to the Ministry of Mines and Energy through the Municipal-Provincial Department of Mines and Energy and the Municipal-Provincial Administration where the proposed license site is located, along with the following documents:
A copy of the company’s Articles of Incorporation and Certificate of Incorporation in the Kingdom of Cambodia.
A copy of the current patent tax certificate.
Location map of the proposed site, certified by the commune and district authorities.
Feasibility study report for the proposed project under an open-pit mine and quarry license for exploration (if any).
Production plan in accordance with the circular on the format and procedures for preparing a construction mineral business plan.
Environmental Protection Agreement (EPA) and Environmental and Social Impact Assessment (ESIA) report with Approval Certificate issued by the Ministry of Environment (as applicable).
Receipt confirming payment of the application fee (1,000,000 Riel).
Step 3
Once the application and supporting documents are reviewed and confirmed complete, technical officials will conduct an on-site inspection to assess location suitability for the proposed project. Following the inspection, the technical officials will prepare a report and submit for review.
The Applicant will receive a written response (approval or rejection) within 45 working days from the date MME receives the completed application.
Step 4
Following the approval, the General Department of Mineral Resources will issue a notification letter to the applicant to collect the license and proceed with payment of fees and other financial obligations at the Department of Mineral Resource Economic Planning.
