1. Procedure for Paying License and Land Rental Fees

Before receiving a mineral license, license holders must pay both the license service fee and the land rental fee.

Application Process
Step 1 Receive a payment invitation letter from the department responsible for processing the license.
Step 2Bring the letter to the Department of Mineral Resources Economic Planning to receive a payment order letter.
Step 3 Make payment at the partner bank using the payment order letter. Then, submit the bank slip to the Department of Mineral Resources Economic Planning to obtain the license from the responsible issuing department.
2. Procedure for Paying Royalties and Related Financial Obligations
Application Process
Step 1 

 Fill out a Royalty Declaration Form (provided by the Ministry) and submit it to:

  • The Department of Mineral Resources Economic Planning, or
    The relevant Municipal-Provincial Department of Mines and Energy
Step 2 After the form is reviewed, a payment order letter will be issued.
Step 3 Make payment at the partner bank, then submit the bank slip to the relevant department (as above).

These services involve monitoring compliance, enforcing regulations, and resolving operational disputes in the mineral sector.

1. Audits and Inspections for Compliance
  • Inspection teams are dispatched to assess the safety, health, environmental, and technical conditions of licensed operations.
  • If violations are found, the company may be advised, suspended, or penalized in accordance with:
  • Photographs and inspection actions are recorded.
  • Reports are reviewed by leadership.
2. Suppression of Illegal Mineral Activities
  • Missions are dispatched in response to:
    • Hotline tips: 095 727 272
    • Reports from local authorities, license holders, social media, or provincial departments
  • Illegal activities are penalised according to the law or referred to judicial proceedings.
  • All actions, photographs, and outcomes are recorded and reviewed.
3. Dispute Resolution
  • Missions or meetings are conducted to resolve disputes between license holders and affected communities.
  • Legal provisions are applied per the Law on Mineral Resource Management and Exploitation (Amendment)
  • Actions taken and decisions are documented, including whether they were reviewed by leadership.

The Status of Sample Certificate is issued to companies or institutions that intend to export geological samples for analysis abroad.

Application Process
Step 1

Prepare a formal request for sample inspection along with the necessary supporting documents, and submit it to the Department of Geology and Minerals under the General Department of Mineral Resources at the Ministry of Mines and Energy.
