Prospecting is a preliminary mineral resource assessment utilizing simple tools with minimal surface land impact, to identify the presence of mineral resources with potential commercial value, thereby providing a basis for subsequent applications for exploration licenses and mining licenses.
Application Process
Step 1
Fill out the relevant application form, which can be downloaded here or requested free of charge from the One Window Service Office (OWSO) at the Ministry of Mines and Energy (MME).
Step 2
Submit a completed application form to the OWSO during working hours along with the following documents:
Application form with coordinates and location map
Copy of valid tax certificate, patent, business incorporation, and company by-laws
Company profile
Project/work plan
Proof of payment for service fees (for review, receipt, and processing)
Step 3
Completed applications will be processed by the OWSO and forwarded to the responsible department for review. The application will be returned to the applicant if more information is required.
Step 4
Once the application and supporting documents are reviewed and confirmed complete, the Ministry of Mines and Energy will issue a written response to the applicant within 30 working days.
Applicant Conduct Obligations
Conduct activities only within the permitted area and in compliance with the laws of Cambodia.
Notify relevant local authorities before beginning operations.
Conduct a study on geographical and geological conditions in cooperation with the Department of Geology and Minerals (GDMR).
Study land use and assess potential economic and social impacts within the permitted area.
If samples are to be tested abroad, follow the steps under Status of Sample Certificate application and obtain prior approval from the Ministry of Mines and Energy.
Submit a final report on the project results no later than 15 days after the permit expires.
Permit Validity
The prospecting permit is valid for 6 months, with a one-time renewal of 3 months. Renewal is subject to the applicant fulfilling all obligations and submitting the final project report for evaluation.
Fees and Financial Obligations
Applicants must pay the required administration and prospecting permit fees, as outlined in the Inter-Ministerial Prakas No. 489 MEF/MME (July 24, 2024) issued by the Ministry of Mines and Energy and the Ministry of Economy and Finance.
